Apple’s artwork for this emoji shows two hearts switching places, with a circular line simulating the action this would make. Google’s artwork previously displayed five hearts in a circle-like shape.

Revolving Hearts was approved as part of Unicode 6.0 in 2010 and added to Emoji 1.0 in 2015.
